What it does
Guards the trustworthiness of issued citations. It walks the log of previously answered questions, re-resolves each citation against the current frozen corpus version, and verifies the cited clause still exists and its text matches what was quoted. Broken or drifted citations are reported so stale answers can be reissued before an auditor catches the mismatch.
When to use it
After a corpus re-index or version bump, when policies were edited and you must confirm that answers and attestations referencing the old evidence are still accurate.
How it works

- 4A branch separates intact citations from broken or drifted ones.
