What it does
Enforces a per-merchant refund budget. It compares month-to-date refund spend against each merchant's configured cap and, when a merchant goes over, opens a finance task tagged by how far past budget it is, with the refunds that pushed it over attached as evidence.
When to use it
Use this when different merchants have legitimately different refund tolerances and you manage them as budgets, not as one shared threshold. The Airtable cap table is the single place finance edits limits without touching the workflow.
